Academic scholarship for doctoral candidates reflects that the ministry of education and academic degrees committee of the state council has carried out and implemented National Medium and Long-term Educational Reform and Development Program (2010-2020 year) in the purpose of improving quality of graduate cultivation and strengthening cultivation of outstanding innovative talents. From 2010, academic award selection has begun in “985” university primarily. The award provides sponsorships for doctoral candidates with academic excellence or great potential of innovative scientific research. As long as doctoral dissertation passes opening speech, title selected is pioneering and fundamental, and preliminary work laying a solid foundation with foreseeable higher level research results, doctoral candidates with such conditions can apply for the scholarship. Winners can have expenditure allowance which is mainly used to help doctoral candidates participate in high level international or domestic academic exchange, participate in innovative scientific research and write high quality degree thesis etc. Moreover, once agreed by tutor and the graduate school, the expenditure can also be used in survey research, data collection, attending international conferences, publication and evaluation of research results and proper supplement of experimental materials.
