Since the reform and opening up, unswervingly protecting the legitimate rights and interests of foreign-invested enterprises has always been an important part of our country's foreign investment policy. Entering 2015, the recovery of the world economy is still slow, and international trade and investment remain sluggish. In this context, Comrade Jinping Xi reiterated that the "three unchangeable" of China's opening up to the outside world will not change, including the protection of the legitimate rights and interests of foreign-invested enterprises. This important announcement has pointed out the direction for our country's reform and opening up in the new era. Facing the new situation of the reorganization of the international economic order, the reconstruction of international economic and trade rules, and the transformation of domestic economic development patterns, the protection of the legitimate rights and interests of foreign-funded enterprises should not only stop at safeguarding the existing rights and interests of foreign-funded enterprises, but also establish a higher level of an open economic system, a sound socialist market economic system, and a business environment in line with international non-discrimination rules for foreign-funded enterprises. Therefore, insisting that the protection of the legitimate rights and interests of foreign-invested enterprises will not change mainly includes the following: building a new system of open economy is a prerequisite; creating an open, transparent, efficient and equal market environment is the foundation, strengthening the protection of intellectual property rights is the focus, improving foreign investment laws and regulations is the guarantee.
