Professor Shunqi Ge was invited to interpret 20 foreign investment policies for the Chengdu Municipal Government

In 2016, China actually utilized 27,900 foreign investment projects, and the actual FDI amount was 126 billion USD, a slight decrease from the previous year, ranking third in the world. In terms of industry distribution, manufacturing FDI was 35.5 billion USD, and the service industry was 86.4 billion USD, of which real estate leasing and commerce, retail and wholesale, and financial industries accounted for a relatively high proportion. In terms of source, Hong Kong invested 81.4 billion USD, followed by South Korea, Japan, Germany, and the United States. Investment in China was 47,31,27 and 2.4 billion USD respectively. In terms of investment methods, it is mainly new investment, with cross-border mergers and acquisitions accounting for approximately 14%.


Currently, to deal with slowdown in the growth rate of foreign investment in China and increasing competition of other countries to attract foreign investment, in Jan, the State Council issued a notice on a number of measures to expand the opening-up and actively using foreign capital (Guo Fa [2017] No.5). This is the biggest change in China's foreign investment policy in many years. Notification includes 20 specific measures, including: 7 measures to further expand opening; 7 measures to further create a fair competitive environment; 7 measures to attract foreign investment; and 6 measures to further strengthen the work.


In the afternoon of Jan 23th, 2017, Professor Shunqi Ge, at the invitation of the Chengdu Municipal Government, explained the international background, domestic situation, the specific content of the 20 measures, and how to further implement the 20 measures as well as the promotion of further growth in the absorption of foreign capital to the leadership. The meeting was presided over by Qiang Luo, deputy secretary of the Chengdu Municipal Committee and Mayor.
